Liberal Democrat Councillor for Newcastle City Council, and Knowledge Transfer Manager at Innovate UK Business Connect.
Owen’s links to the region started when he studied Biochemistry at Newcastle University. He went on to study for a PhD in Pharmacology at the University of Cambridge.
Since then, he has gained experience across research roles in the pharma, life sciences and public sector before moving back to the region in 2019 to join Newcastle University working in childhood cancer research.
Since 2022 he has worked at Innovate UK Business Connect as a Knowledge Transfer Manager, specialising in medicines manufacturing and supporting life sciences businesses across the UK.
He became a Newcastle City Councillor in May 2026 and Cabinet member for Inclusive Economy and Skills.

The Trustee role at Life really jumped out as something in my wheelhouse. Life has such an important part to play within the city, region, nationally and internationally to help inspire children from all backgrounds, making people realise that you don’t have to come from a STEM pedigree to be able to access science and I’m looking forward to being part of that.”
